Reading, according to this view, is an interactive process- as conversation is- because both reader and writer depend on one another. The interaction is complicated by the fact that the writer is absent at the time of reading; so she gets no feedback and cannot know what parts of her text will cause misunderstanding. She has to guess and shape the text accordingly, but as she never knows who the readers will be, she will never completely succeed.
