who为什么不能改为whom？？？blame为什么没有使用被动结构？？？

be to blame ：应受谴责的，有过错的 固定搭配
e.g. A storm was to blame for the power outage.
所以不改为whom blame也不用被动结构

blame to 是个句型,是怪XXX
但这里for是个连接词,这里的一个for是"因为"的意思,
而你所说的如果改为whom,这个是宾格,按你的意思是the mother 作whom的宾语,那这样与这个句子的意思就不符了,而且这样来的话这个句子前面部分能翻译 后面就不能译了．
