在语法上,这两种用法都没错.
用google搜索一下,可以发现"duck(s) in (the) water"和"duck(s) on (the) water" 两种用法在英语网站上出现的次数不分上下,也就是说,这里面没有语法错误.
究竟选用哪一个介词就看你要表达的具体意境了.
就本题来说,如果强调的是在水面之"上",用on就比较贴切.

鸭子游泳的时候有一部分在水里，所以用in the water。如果是一张纸漂在水上，用on the water。

把water换成lake不是一样的么？water和lake不都是水么？换成了lake鸭子还是需要把脚伸进去才能游泳啊。。。

in the water 到底不是完全在水面上
There's a duck swimming in the water (pond).

鸭子是浸在水里的
而on the water
表示漂浮在水上
