1.是哪个省的？每个省的情况都不一样。最好弄清楚再说。不然不行。
2.能否永久居留是个疑问啊。持工作签证进入，要转身份有难度啊。
3.签证问题，如果是工作签证，要办理sin卡的。如果不给sin卡，那就是打黑工了。
这要经过加拿大劳工局的批准，请他给看批准的文号，然后直接与加拿大劳工局询问。

I don't know, however, if your agent is a legitimate recruiter though.
About 6 months ago, about 10 workers in Saskatchewa (or Manitoba. I can't recall) were recruited from China. The agent charged them double the market rent, so their average salary dropped to like $5 an hour.
This hit the news. The employer (MapleLeaf) finally assisted all workers to apply for permanent status and found them housing of cheaper rent. That was a happy ending.
The recruitment is legitimate but your agent may not be.
