see sb do sth指的是看见某人做这件事的全过程，比如说see the thief stole the money，看见这个小偷把钱偷了 就是全过程
或
see sb doing sth，看见某人正在做某事 比如see her washing the car 看见她正在洗车

首先，你可以看到它前后动词时态不统一：“我”是在“过去”看到一个男人“当时”的动作。所以用一般现在时。
这话的意思就是“想象一下，当我看到一个坐在车里的男人掏出一本口袋书并开始读它时的惊讶。”
