如果卖方未能按照合同约定的时间供货，每超过一个7天，卖方将付给买方总货款的0.5%，最高赔偿额度是合同总金额的5%。卖方支付给买方赔款后，赔偿责任结束。

If vendor can not supply goods at the dated time in the contract, he must pay 0.5% of total value of goods to the buyer every 7 days. The highest penalty is the 5% of contract value. After vendor pays for the penalty, the penalty obligation will terminate.
