关于《提请将“金山湖退渔还湖及防洪工程”开行贷款本息补贴列入财政安排的议案》收悉。经研究，同意市人民政府为加快我市建设发展步伐，将金山湖退渔还湖及防洪工程所用国家开发银行贷款还本付息补贴列入财政安排，市政府每年安排财政资金，专项用于项目建设期资本金投入以及按时足额偿还项目贷款本息。

关于进一步明确镇江市金山湖整治工程项目建设资本金和还款资本金来源的通知
镇江市水利投资公司：
市政府委托你公司筹资建设镇江市金山湖整治工程项目。为保证项目正常建设和贷款按期偿还，市政府将每年安排财政资金（包括土地出让收益、基础设施配套费等依法用于城市基础设施建设的预算内、外资金）对你公司予以补贴，专项用于项目建设期资本金投入以及按时足额偿还项目贷款本息，并将上述涉及预算内补贴资金报经市人大同意后列入年度财政预算。你公司可将此“政府补贴受益权”作为向国家开发银行融资时的质押担保，并在财政局办理质押登记手续，待国家明确该类质押的登记部门后，办理质押登记的转移手续。
补贴资金划入你公司帐户后，你公司须优先安排到期还本付息资金存入国家开发银行指定的“偿还资金专户”中，优先用于偿还国家开发银行贷款本息，并接受国家开发银行监督。当你公司还本付息出现困难时，市政府将协助配合国家开发银行行使对“政府补贴受益权”的质押权。
