I want to wire money to a friend in China. But he doesn't have a bank account that allows him to receive the wired money. I've heard about Western Union, by using that bank, one wouldn't need to have a bank account. Is it true?

I want to remit some money to my friend in China. But he hasn't an account in any Chinese banks to receve the remittance. I know that there is a Western Union which one can get remittance without the account of a Chinese bank, isn't it?
