你没有搞明白句子的结构。The program to be put into the computer是句子的主语，中心语是The program，to be put into the computer是后置定语用来修饰它的。还有to be表示一种将来的动作，而was put表示的则是过去的动作，不符合句意。
另外主语从句必须有引导词that
看后面must be prepared in a specialy designed machine language.意思是必须用一种特殊的机器语言来准备。也就是说现在program还没有被输进电脑，它的准备工作还没有做好。所以不可能是was put而是 to be put。was put本身放在句子里的语法是没有错误的，但意思不通。
