在……顶部 是on 还是 at？

都可以， 只是强调点不同而已

on the top ( of...) 强调“在。。。表面上”
例如：
The pagoda stands alone on the top of the hill.
那宝塔孤零零地坐落在山顶上。
The bird sat on the top branch of the tree .
那只小鸟落在了树梢上。

at the top ( of...) 强调“于某一点”，有时可表抽象意思，如：最大声，最快速度等
例如：
He came out at the top of the list.
他名列前茅。
Put your name at the top of the page.
在这一页的上方写上你的名字。
The children sang out at the top of their voices.
孩子们放声高歌。
