这句话是对的，是由that引导的定语从句。is后的不定式是作从句的宾语，所以这句是对的。
today is the 20th birthday of my friend who is come to singapore together with me.这句话错了。这句话的从句等同于“my friend is come to singapore together with me.”在who引导的定语从句中有两个谓语了，一个是is，一个是come，所以是错的，应该去掉is。
对不对不清楚，只知道应该是come from解释来自。
