保税区是经国务院批准设立的、海关实施特殊监管的经济区域。其功能定位为“保税仓储、出口加工、转口贸易”三大功能。根据现行有关政策，海关对保税区实行封闭管理，境外货物进入保税区，实行保税管理；境内其他地区货物进入保税区，视同出境；同时，外经贸、外汇管理等部门对保税区也实行较区外相对优惠的政策。
保税物流园区实行保税区及出口加工区叠加政策：即国内货物进入园区视同出口，办理报关手续，实行退税；园区货物内销按货物进口的有关规定办理报关手续，货物统一按照实际状态征税；区内货物自由流通，免征增值税和消费税。

退税政策：
1、保税区：区外企业将货物直接卖给保税区企业，由保税区企业出口后退税。如果区外企业将货物卖给外商，而外商将货物暂存在保税区仓储企业，区外企业待货物出口后凭报关单和离境清单退税。
2、保税物流园区：货物进出口保税物流园区视同离境出口，即可取得报关单退税，但保税物流园区不能进行加工业务。
