4.0 作业内容：Contents
4.1 紧急应变组织：紧急应变组织架构图，如附件一，厂区紧急应变单位及人员职责表，如附件二。指挥官与各班别权责执掌如下所述。
4.1.1 总指挥官：负责事故处理之指挥调度、决定疏散时机、发布警报及宣布警报解除状况、决定是否寻求厂外支援。当厂内发生之事故无危及全厂或厂外环境之虞者，由事故发生区域之区域指挥官负责总指挥官之工作；若灾害事故有扩大之虞，则由总指挥官负责事故处理之指挥调度工作。
4.1.2 公司发言人：代表公司对外发言。
4.1.3 指挥中心(幕僚)：(1)人资部：有关单位之新闻记者接待。拟定新闻稿。协助厂区应变指挥官处理其他对外公关事项，对附近居民影响或损害之安抚、理赔协调。(2)异常发生部门及其他支援单位：提供灾变制程资料及厂内存有之危害性物质及数量。参与应变救灾措施之拟定及提供其可能引起之危害状况。异常发生部门调查事故发生原因，检讨分析，并提报改善对策。
