我觉得viewing是动名词，和the 连用形成名词词组，表示指看的人，stand是动词，the viewing 作为集体名词看做单数，所以是三单形式。

合起来就是从看的人群站的前面游行过去。

我查了大辞典没有说viewing stands 有看台的意思的，而且加复数也有点奇怪
