摘 要
随着国家经济的迅猛发展，山高路远的新疆各机场，远远不能满足日益发展的新疆市场需求，为了满足日益增长的航空运输需求，新疆地区正在新建或者改扩建一批民用机场。民用机场作为重要的交通运输基础设施，其运营既有收益性特征，又具有明显的社会公益性。
因此，新疆机场集团公司如何准确定位，进而如何规划布局，成为一个难题，也成为新疆机场集团公司、乃至新疆民航业发展的关键问题。
本文从新疆机场集团的发展现状入手，利用实地调研、数据对比、以及对其战略环境的分析，研究出机场集团内部优势、劣势及其外部机会与威胁，以此为基础建立SWOT矩阵。通过对机场集团的深入调查、研究，找出集团现在存在的问题及契机，对机场集团公司战略发展进行了定位与规划。
规划的内容主要包括以下方面：（1）深化内部改革，创新集团公司管理(2) 加强改善内部，以现代企业制度为目标(3)加快航空延伸服务业发展，推行精干、高效的运营机制(4.)实施人才兴业战略，建立新激励与约束制度(5.)新疆机场集团公司建设。
最后，笔者结合机场集团已有的成绩及其战略规划实施后前景对集团公司的未来进行了展望。
