随着人民生活水平的提高、手机价格下降、移动通话话费下调等一系列利好因素，我国移动电话数量稳步增长。大量的用户，代表着海量的数据处理及账务结算。这时需要设计一种运行稳定、计算速度快等一套安全有效，能进行海量数据的处理和超大型数据库的维护的系统。国内外大多采用大型机（SUN或IBM）运行COBOL程序，并使用DB2或Oracle数据库的方式来进行这种海量数据的处理及超大型数据库的维护。而COBOL(Common Business Oriented Language 通用面向商业语言)是一门古老而年轻的语言。主要提供数据处理用，专门为管理上使用而设计的语言。本文是针对目前的移动通信发展现状，针对通信的海量数据设计一个后台结算系统，以实现费用结算、查询、余额扣除、充值等需求。系统要求速度快并且稳定，能够可靠的进行业务级数据的处理，有比较全面的异常情况判别处理及对应LOG信息的输出，并且方便维护与更新。基于以上的要求和COBOL语言的特点，选用了COBOL语言作为完成这个系统的核心语言。
