但是我怎么觉得后半句应该是：而且把小说和故事主要当成意识形态工具来讨论，则在很大程度上限制了小说事业的发展。

到底是用instruments of ideology来讨论小说，还是把小说当成instruments of ideology来讨论，请高手指点迷津，谢谢！

楼主的理解应该是正确的，杨鹏的翻译有点容易产生误解，照他那么翻英文似乎应当是talking about novels and stories primarily using the instruments of ideology

尤其是废话超级多

不过，他还是一个很不错的老师

不过实话是，他的书我用了没有很大的效果
